Gas-permeable layer and membrane

Clean aggregate beneath the slab and a sealed membrane over it, so soil gas can be collected rather than pushed into the house.

Vertical vent riser

Pipe run from beneath the slab, through the building, to a compliant termination above the roofline.

Sealing at every penetration

Joints, utility penetrations, sumps and the slab perimeter sealed while they are still accessible.

Electrical provision for a fan

A junction box in the attic so the system can be activated later without opening anything up.

Why it is worth doing during the build

A rough-in installed while the slab is open costs a fraction of a retrofit, because everything expensive about mitigation is access. The aggregate layer, the membrane, the vertical pipe run and the sealing all happen in an hour or two on a site that is already open, instead of coring a finished basement and routing pipe around somebody's living room.

All of El Paso County is EPA Radon Zone 1, and county public health reports over 40% of homes tested between 2005 and 2023 came back elevated. For a builder, the question is not whether a given house will need attention but whether it will be handled now at low cost or later at high cost, in front of a buyer, during an inspection period. Colorado's disclosure rules make that second conversation a documented one.

A passive rough-in is not a finished job. The house still gets a radon test once it is closed up and conditioned, and where the level is above the action level the pipe is activated with a correctly sized fan — a small addition, because the pipe already runs to the roof. Radon Resistant New Construction is a set of building techniques applied during construction — a gas-permeable aggregate layer, a sealed membrane, a vertical vent pipe and sealing at every penetration — so a house is ready to control radon before anyone lives in it.

No. A passive rough-in relies on natural stack effect and often is not enough on its own. The house still has to be tested after completion, and if the level is above 4.0 pCi/L a fan is added to the existing pipe. That activation is inexpensive precisely because the hard part is already installed.

Requirements vary by jurisdiction and by which building code edition a local authority has adopted, so check with the authority issuing your permit. Regardless of requirement, El Paso County is EPA Radon Zone 1, and a rough-in during construction costs a fraction of a retrofit.
